The bilateral exchange programmes between Germany, France, the Netherlands and the UK
The general purpose of the eavluation is to describe the benefits of an exchange-programme that gives young people the opportunity to spend some time of their apprenticeship in France, the Netherlands or the UK.
There were already two evaluations of similar programmes both showing strong effects of the exchange programme. E. g. 86% of the participants declare to have `high´ benefits from the stay abroad in their working lives.
Evaluation questions which changes of the working habits are attributable to the program. In detail:
- What is the percentage of participants having better jobs after the exchange program?
- Can participants communicate easily in transnational projects?
- Are there any bilateral networks resulting?
- Do participants have a better understanding of alternative working habits?
- Does the program have any influences on the educational curricular?
To answer these questions, an approach on three levels (participants, educators, and program managers) with standardized questionnaires is used. Furthermore, a control group of people which were in holiday for the same duration is used.
To decide how much the program costs and how much the government benefits, we use the balanced score card as an instrument which integrates monetary and non-monetary values in a single, four dimensional construct.
